The average depends on the school. At my school, we usually have around 30 valedictorians because they all have PERFECT grades, meaning they all have grades higher than a 4.0. Usually schools will weight grades to determine the GPA of the valedictorian, so that if you only take really easy classes, you will not be likely to be valedictorian. At most schools, how this works is that honors classes and AP classes are weighted in a 5 point scale, and the regular classes are 4 points. For example, if someone got an A in an AP class, they would get 5 points, for a B they would get 4 points and so on. In regular classes, and A is 4 points, a B is three points, and so on. So if you took 3 AP classes and 3 normal classes and got A's in all, you would have a 4.5 GPA for that year. (Usually, colleges look at unweighted grades)
