I am currently 16 years of age, but I wish to ride a motorbike when I am 17. My question is, do I need to do the Theory test before I do my CBT or can I become a learner driver and just do the CBT first?

The CBT is an all in one test. You go to an accredited instructor, they teach you for about four hours and then take you on a road trip unless you prove to be a danger, and although a little bit of theory is involved it is informal and nothing like the full theory test. You must have a provisional licence with a motorcycle entitlement before you take CBT and you can't go on the road without having taken CBT. At your age you will not be allowed to ride anything powerful and will be restricted to a moped of 50cc with an average top speed of 28 mph. You have two years after CBT to take a full test and then you will have to sit theory before the practical test.
